With approximately 40 years of experience spanning the highest levels of government, private consulting, and corporate management, Santos Carrasco brings an unparalleled depth of environmental expertise to KLG International. Holding a Master of Science in Environmental Sciences and Technology from the prestigious IHE Delft in the Netherlands, with specialized training from JICA in Japan and the US EPA, Santos stands as one of the most distinguished environmental engineers working in Latin America’s industrial sector today.

What truly sets Santos apart is his unique position at the intersection of regulatory creation and practical implementation. As a former Director General at Venezuela’s Ministry of Environment, he not only enforced environmental laws—he helped write them. Santos actively participated in drafting, reviewing, and shaping the technical discussions behind Venezuela’s most significant environmental regulations governing steelmaking, aluminum production, mining, and heavy industry. This insider’s perspective proves invaluable for clients navigating complex regulatory landscapes, as Santos understands both the letter of the law and the intent behind it.

His career reflects an extraordinary breadth: from directing Environmental Impact Assessments for mega-infrastructure projects (including the Orinoco and Maracaibo bridges) to designing compliance strategies for the nation’s largest steelmaker, SIDOR, where he spent over a decade. He has successfully defended major corporations in environmental sanctioning proceedings, reducing penalties through strategic legal-technical advocacy.

Recent experience as Country Manager for Norwegian company CiCLO AS and General Manager of Representaciones DCL Venezuela has added corporate leadership and international commerce to his already formidable technical foundation—managing budgets, negotiating contracts, and overseeing the purchase, processing, and export of steel by-products across Latin America.

Santos has contributed his expertise to over 100 projects, including the Strategic Environmental Assessment for Venezuela’s largest gold mining concession (10,000 hectares), and has provided long-standing counsel to Construtora Norberto Odebrecht, Crystallex International, Sidetur, and numerous CVG basic industries.
